you're right. the other one looks more interesting. maybe try scale change. everything is pretty much the same size. the dots making up the US is interesting...maybe make it bigger...
I would try it with, one graphic on each page facing each other, then design a system from there to help describe or support what the viewer is seeing. Your type elements could be on another page...

thanks for the input i'm going to work on this on saturday and i'll post a few variations
hmm.
liked the horizontal layout better.
maybe all the usual things--
scale, white space, dynamic interaction, etc.
